avatāre ṣoḍaśame paśyan brahma-druho nṛpān triḥ-sapta-kṛtvaḥ kupito niḥkṣatrām akaron mahīm

Synonyms

avatārein the incarnation of the Lord; ṣoḍaśamesixteenth; paśyanseeing; brahma-druhaḥdisobidient to the orders of the Brahmins; nṛpānThe kingly order; triḥ-saptathrice seventimes; kṛtvaḥhad done; kupitaḥbeing enraged. Nih—negation; niḥthe administrative class; kṣatrāmdid perform; akarotthe earth.

Translation

In the sixteenth order of the incarnation of Godhead (Bhrigupati) the Lord for twenty one times made completely negation of the administrative class of men being angry on them on account of their rebellion against the order of the Brahmins (the intelligent class of men).

Purport

The Kshatriyas or the administrative class of men are expected to rule the planet by the direction of the intelligent class of men. The Brahmins being the intelligent class of men they give direction to the rulers interms of the standard shatras or the books of revealed knowledge and rulers carry on the administration according to that direction. Whenever there is disobedience on the part of the Kashatriyas or the administrative class on the orders of the learned and intelligent Brahmins, the administraters are removed by force from the posts and arrangement is made for better administration.
